Slightly dumb question...

Might be random as I've got mine later than some people. When I start up my game Pete greets me at my home and hands me a letter. He says it's from Nintendo then off he goes.. Or stands there awkwardly....
Just make sure you have a few free mail slots.. ^^

You'll need to have made contact with the internet for it to happen, given that a gift is waiting for you. Normally when Pete visits with a new item a thread will appear on the forum to discuss who else got it.

IIRC the DLC sent by Pete is via SpotPass right?

How do we get items via ACNL's SpotPass? In Fire Emblem Awakening they have the Update Data, so if I updated my game data, will I get the DLC item?

Maybe you haven't activated spotpass? IIRC there should be an option to do that upon start up in the menu, either before you talk to Isabelle or during.

Well, I've opt-in SpotPass. I guess there's no DLC at the moment.
But still, does updating data nets you that DLC item Pete gives?

And one more question; limited-time DLCs are counted by real-time or AC time?

I don't think it has anything to do with updating data - though I guess maybe you need to have done it once? I don't know. But you definitely don't need to do it every time. The only thing you need is an internet connection.
I think the last time there was a Pete-distributed item was on/around Christmas?
It looks like the things Pete delivers run on game time (actually not 100% sure), but the things you get from Pelly/Phyllis are real time, so you can't TT for those.

Well, if you mean a present from Pete, he'll be standing in front of your door when you start up your character.
If you mean from the post office, I think you have to update it first. When on the title screen, there'll be an option to update.
