Sign?

How do get a sign? I have seen some pics with people having the signs in CF? Does Nook just randomly have them?

Umm I do believe Naruto... I know thats not the exact name... Anyways, in his design shop or w/e, he shows his design pattern on the shirt and on a sign. And its not from GC or WW because it has the Banana that you can get in CF.
