Depends. Got a topic? Got a staff prepared? Know what you're actually gonna do? Will it actually be something other than Animal Crossing?
 
Yeah if you're going to start a forum, you're going to need some major back up to keep the boards up and running. I say give it a shot! =DDD
 
It depends.
First of all BEFORE ANYTHING, even creating a staff, I suggest you gain some more experience with forums and such to become a good admin and not have a crappy forum.

don't just rush into it. Make sure you have it planned out.

phpBB doesn't really need prior knowledge of php.

Not really. Come to think of it, phpBB is pretty flexible if you know you're way around the Admin CP and if you can edit the Raw PHP Files to customize it to your liking.

Hmm, I would recommend using zetaboard if it is your first forum.

But if you are going to base your forum on hacking zetaboards will not allow it.

Actually its quite the opposite.
It's open source so it allows you to intergrate anything you want into it like Mike Grann did with the AC passports
 
Mmmmmm, no. To be a mod, you'd need to be smart, and know alotta things about a forum. Mickey for instants, or Lewis & BB c:
