Should I keep + wait to move out or scan amiibo card?

So Elmer moved into my town as number 10 cause i was sidetracked and didn't stat as an alt character. He came from my other town's void even though I remade it.

I have nothing against him other than crappy house placement (right next to my botanist and train station RIP my black tulips) but he doesn't fit the forest theme I have.

Should I just keep him and wait til he moves or scan in an amiibo card? The only cards I have for villagers that would fit my theme are:
Diedre (already have a deer thanks to Diana from my roommates void -__-)
Del (Alligators can kinda fit, if the river is near a forest I guess)
Ricky (squirrel)
Miranda (duck)
Pippy (rabbit. already have Ruby but I like Pippy)
Claudia (tiger)
Chester (panda cub)
Medli (bird)

My current villagers are:
Goldie (doesn't fit theme but I like her and she is right next to my mayors house, so kinda like trusty dog companion)
Wolf Link (wolf)
Wolfgang (wolf)
Whitney (wolf)
Skye (wolf)
Ruby (rabbit)
Diana (deer)
Kody (cub)
Sylvia (kangaroo that doesn't fit the theme and I have been waiting for her to move forever)

and now Elmer.

I'd boot Sylvia though unless you need another uchi and use whatever card. Or boot Elmer, not a fan of either and I had Sylvia in my town for the longest time before I could boot her so

Diedre could replace Sylvia as uchi. I personally want Hazel but I lack her card.
No idea who to use toe replace Elmer.

Right forgot she was uchi, so true. Switch him for Chester maybe? At least cubs are cute man. If you need it for personality stuff that is otherwise just do whoever

If you're going for a specific theme, it's almost always best to scan in villagers. That gives you the most control over who's in your town and you can thus plot reset for them as well. From your list, for a forest theme, I'd suggest deirdre. The others either don't have foresty homes or just don't scream forest to me.

If it's themeless, unless you really, REALLY want the villager, I'd suggest not scanning in just to boot a villager you dislike, as you lose a coveted slot for "naturalizing," i.e. having an open slot to bring in a villager you want from someone else's town or from your campsite. Amiibos take uber forever to ping you to move, so unless you desperately want that specific amiibo villager, don't scan them in. (Or unless you acquire the card of someone you REALLY want.)
