I am so confused right now. I just did my daily check of my town satisfaction rating. After riding the "great" rating for a long time (Blathers' 'eh wot' schtick message), I suddenly find myself with a "so-so" rating (Nookling's 'so average' message). I have only cut down one tree since yesterday, and I've made sure to plant at least one tree a day (and several bushes when they're available). My PWP's are coming slowly; my main problem is that I can't decide where to put anything. There's also nothing littering the ground except seashells.

So my questions are: what am I doing wrong? How can I get back up to "great", and eventually up to a perfect town? Do I have to enact the Beautiful Town ordinance?
 
Assuming you're familiar with the general checklist of no more than ten "garbage" items on the ground, 50+ flowers, 100~ trees, here are some other things to consider:

- Did a villager recently move out? Their houses count as PWPs in getting the rating, so if someone moves out you either have to replace that with another PWP or have another villager move in.

- The "abundant nature" vs "abundant living" scale. Basically, most PWPs are classed as either "living" or "nature", and you need a good balance between the two types in order for your town to be considered perfect. If you scroll to the bottom of this it will tell you what's what, and hopefully you can figure out which type you need more of/need to demolish.

- Some PWPs actually lower your rating; also refer to the IGN article to find out which ones will make your town worse. You can still get a perfect rating with them, you'll just need to build more positive ones to balance it out.
