How long ago did he move out? You have to have 16 other villagers move out before he will agree to move in again (before that they will say it hasn't been long enough).

Oh so that's the 16 rule thing everyone talks about. Yeah I don't think it's been 16 yet. It's 16 once they show up in your main street right? Can't get him then

No if they are showing up in main street it means they are still within the 16 villager cycle, once they STOP showing up is a good indication that they are past the 16 cycle. Hope this helps
