Random rock?

So I was just walking around my town when I noticed a new rock right by my bench.

It wasn't there before, but it is now, any explanation?

Does the ore rock spawn in random places then disappear? I was always confused on that matter.

Usually these rocks that appear has orbs inside, hit it with a shovel.
