here is the easiest way:
create a new villager, and introduce yourself to everyone INCLUDING marshal, then talk to everyone again EXCEPT marshal. TT forward a day then talk to all villagers once EXCEPT marshal. repeat that for 7 days and marshal will move

I used it when I wanted snake out of my town
I was trying for over a week and nothing worked
tried this method and it worked right away

I won't be entering the giveaway for zucker or merengue, but thank you for the chance for marshal
