Qustion about the 16 villager cycle

What counts as one cycle? I had a villager move into my friends town that I want back and I'm trying to figure out when the cycle will be up and I'll be able to get them back. Thanks!

One cycle = one villager moving out.

For example, I'm trying to get Julian back. Julian left my town. Then Frank left. Frank is the first "cycle".

ohh I have a quick question if you can help me
I also am doing the 16 villagers cycle, and I am almost there. but what exactly will happen when the 16th villager moved out? How can I ask in this case, Fuchsia, move back in? :/ hopefully this isnt confusing, thank you for answering! :3

I've TT more than 20 villagers out, yet never see any initial old villagers appear in my campsite or move in anymore.
I've ask the same question in q&a and they said its not 100% they will appear again.

Yeah, you just are able to take them back again after 16. The game certainly won't go out of its way to give them to you. They can show up in the campsite, same as any other villager (who you are able to have), and you can pick them up from someone else.
