Quick question about adoption

I have a full town and I want a new villager if someone from another town has a villager that is moving out and I ask them to move to mine will it let me choose a villager to get rid of (like the campsite) or do I need to wait for a plot in my town to be open?

No, sadly. You need to have an empty plot available in your town to be able to invite a villager in boxes to move to your town.
