When you visit dreams, Luna will ask you afterwards how it went.

What happens when you answer negatively?

What happens if you give "average" or "nightmare" ratings for random dreams, and you don't "feel refreshed" after inputting in an address?

nothing really. lol if you say nightmare she just says she won't recommend dreams like that town again, idk if it really works though. if you say average or awesome she just says she'll recommend more like that.

i've heard that if the town gets too many negative ratings, the dreamcode will be deleted but i'm not actually sure. :/

ohhh ok... makes sense. I thought it would notify the person or end up banning the dream or something...

It does notify the person. She'll tell them they've been getting poor reports from visitors. It's kind of just common courtesy not to do that, but Nintendo DID make it really vague. =/
