if a villager is moving tomorrown can someone else still have it even though he has already packed his stuff?

When your villager is in boxes, another person can come over to your town and invite them to live there. Assuming they have enough space for a new villager, of course.

Yep, once that villager is in boxes thats when someone can come claim them. They come to your town, talk to that villager in their house and persuade them to come live in their town. You cannot do it before the boxes stage or after as then they are gone!
