Question regarding amiibo- move-ins and -outs

Does anyone know whether a villager that is forced to leave because of an amiibo move-in is still adoptable for other people?

Say, I have 10 villagers and I ask Wisp to move Merengue in. Wisp will offer to put Kevin in boxes, and I agree.
When I walk to Kevin, I will find him in boxes.

Can someone then come to adopt Kevin? Or will they be unable to?

Yes, they would be able to adopt him. People on the trading plaza are doing that right now, kicking villagers out with cards for others to adopt them. The only villagers who wouldn't be able to be adopted are the special ones - Sanrio/LOZ/splatoon
