Question for those with dream towns...

I've always wondered this, but how do you make the character of a house stay in the house in your dream town? Usually when you visit a dream town you see characters walking outside near their houses, but I've seen some actually in the house, just standing in a spot or whatever. How can I do this?

(Note: I'm not talking about villagers, I'm talking about characters, such as the mayor or side characters.)

Ah, that sucks. I have a bed & breakfast and it would've been cool if the character was inside the house. :/

When I visit my dream towns ( I have 6 games) , there's always one character in the house. ( all my towns have all 4 characters). It seems to be random as to which one is in the house. It is kind of cute to see them in there. One time I visited my Farm town and the Muffin man was standing in his bakery. It was really cute.
