Aren't I supposed to be able to pick someone who's been "thinking of leaving"?

Should I try on another day?

Has anyone else experienced this?

Do you have all 10 plots made and filled?
If you haven't made your 10th plot, yet, maybe that is why?

Also, is this the 3rd day of trying? Usually it takes 3 days of asking...

Other than that I have always heard of a prompt coming up. Sorry couldn't be of more help!

You can only force villagers out if your town is full (all 10 plots are built and villagers are all moved in).

I knew this already and I thought I was at 10 plots but I'm only at 9! Silly me. Thank you for pointing out the obvious because somehow I missed it.
