Question about villagers on Main Street?

Soooo after a while, villagers who moved out of your town appear on Main Street right? How will you know when they're free from the 16 villager cycle thingy? When they stop appearing on Main Street?

I've stopped playing this game for a long time, and I'm getting back to it again so I kinda forgot how things work anyore eheh ^^;; Thanks so much!

I believe once they stop appearing on main street that's when you are able to get them back and they have passed the 16 villager cycle ^-^
