Question about transferring non-mayor players to new game?

I have another copy of the game cartridge and was wondering...

-Can I move over a character (non-mayor) after I start my new town?
-Will my character still have their storage, money in the bank, etc.?
-If I change my mind, can I transfer the character back to my original game?

I need all the details possible before I decide on resetting.

No. Moving a player starts a new town. If the "new" town is already started, you won't be able to move in a player.

No, you cannot "transfer back" a player that moves out.

Can you do it with two cartridges or does it have to be one cartridge one digital? Can you use two cartridges with two 3DSes?
