question about tanning and clouds

can you tan on a partly cloudy day during a summer month?

my island is MEGA cloudy today and my town has some spotty clouds.

additionally i've read that tanning levels correlate to the hours spent in the sun, and i don't think this is necessarily true. i've idled on the island for several hours at a go (five or more) and the next morning have only gone up one level, if that.

I don't think you can tan when it's cloudy.
And I think I've read that you can only get/lose one shade of tan per day?

that makes a lot more sense than the "tan for x hours and get an equal number of shades up"
