question about star fragments

1. if you wish upon a star, but time travel earlier that day, do you still get them? i’ve noticed that whenever i had to time travel earlier that day and then the next day the fragments don’t show up

2. do they show up on your beach if you wish upon stars at someone else’s island?

Not sure about (1), but the answer to (2) is yes. I go to other people's towns for meteor showers, and have star fragments on my beach the following day.
