Question about selling town and PWPs

I know that when you sell your town, you retain the PWP list obtained in the previous town. Does this include the major projects like the cafe and police station, or only the regular cosmetic PWPs that can be demolished?

you will keep all the pwps you have unlocked from villagers pinging you, and saying "hey, we need this pwp in our town!" the ones like the cafe, dream suite etc you have to unlock them through progress in the game again
