Question about Reset Center and 30 pwp limit

Hello everyone, I'd like to build the reset center, does anyone know if it counts as 1 of 30pwp limit? Or its not counted?

I have lot of pwps in mind that id like to build, pls help and thank you!

The PWPs that can't be removed (Caf?, Reset Centre, Police Station) do not count towards the 30.
