If my character spent 15 mew coupons to get the max amount of 3 items visiting a rv
and the same character has still mew coupons can I spend them on another rv the same day?

Unfortunately not. The orders are spread across RVs and even across towns, so if you visit someone else you won't be able to order anything from their RVs if you have already ordered 3 items for that day.
