Do you still need to water flowers to get hybrids when you have the Beautiful Town ordinance?

You need to water flowers once a day. But only some of them will grow, you'll never know which ones will breed tilt he next day. Beautiful town just makes it so that more flowers grow the next day. Also prevents flowers from wilting.

Like said above, Beautiful Town Ordinance just grows more flowers, you have to water them.

I get hybrids occasionally without watering, but get them daily if I water them.

Watering only increases the chance of getting a hybrid. It's not completely necessary to water your flowers.
Having at least the silver watering can helps a lot, as you can water 3-4 plants at once.
