Question about cycling

Now I know the whole 16 villagers thing to get back an old villager, but would it still work if I did this:

Would it still work if I cycled constantly between two Amiibo cards? Example: using...Chai's card, and then Hopkins', back to Chai, back to Hopkins...until I did that 16 times to get a villager moved back in?

I only use amiibo's, and my void villagers in main street keep changing, so I think amiibo cycling would count.

16 villagers is 16 villages, amiibo, or not. ^_^

I've never gotten a villager to move back in though.
I boot them out because I don't want them.
Can't stand even looking at them on Main St.
