Question about adopting villagers

(I hope I posted this in the right spot)

I know neighbors can move out and you can have others adopt them before you become mayor, but is it the same for adopting neighbors from other towns? In other words, can someone adopt a neighbor before they become the mayor?

I've adopted villagers right after I am able to use the train station, same day of starting my town.
