Question about adopting a villager when you have max villagers

This is a hypothetical question, but say you were in a situation where you wanted to trade a villager to get someone else's villager, but you were at max villagers (with the one in boxes). Would it allow you to invite the other villager as long as someone is in boxes? Or is there a way to make it work so both people are able to get the respective villager from each other?

There needs to be an empty plot with no house in order for you to pick up a villager from another person's island.

I was afraid of that. So there's not really a way for both people to adopt from each other?
