Question about a villager in boxes and Island trips

So if one of my villagers is in boxes (but not yet officially moved out) will villagers still spawn on the islands?
Or does the villager actually have to leave the next day or get adopted (I don't TT) for the villagers to start appearing during island tours?

They won't spawn until you have an empty plot of land, so they have to be officially moved out

But say if someone comes over and adopts them and then the "moved out" sign is there, will they still spawn or does the house need to be gone?

There won’t be a person who moves in for at least a day. It’s kind of random after a day or two I believe
