PWPs?

I go into the Town Hall, and talk to Isabelle. She says my town is underdeveloped. I have 13ish PWPs in my town. What si wrong?

Well, it could be that you're missing a few trees here and there. I had that happen to me a while back when I was renovating a little section of my town, and lost my perfect status. Try adding in trees and check back again.

I think that if it's trees, Isabelle usually says the villagers want more vegetation or something? I've gotten the underdeveloped town rating too and when it's happened in my game, she always adds that the solution is to build more PWPs.

It also depends on what type of PWPs as well. I know that if you put the construction one or the towers and other city-like structures around, it'll lower the rating, anything illuminated will do the same as well. Trees and bushes will always help balance that out though so just plant more stuff or put more flowers everywhere. Easy tip for flowers would be to go to the island, fill your basket with flowers from the tours and you should be fine the next day.

It might also be because you don't have 10 villagers. Your town rating tends to be lower if you have less than ten.
