pwp glitch?

so, even though i should have a ton of pwp's, for some reason, when i talked to Isabelle about starting a new one she only gave me the three town hall options. everything else is gone from the list. has anyone else experienced this?

it's not a glitch. it means you have 30 pwps already built and you're going to have to demolish something so the list reappears again.

yeah that is true... strange tho because i have never had it happen before...
