The only way to get it is to have it sent to you by another villager :3 You can't order it from the catalog.

By the way, it might be difficult to get it intentionally, even if you tried hard to repeat sending letters to your villagers.
Because it depends on totally random luck.
My friend used to send letters to every villager in his town every day, for almost one year!
And he got many gifts from his villagers except these unorderable letter papers~. ^ ^;
