I needed my scizor to know bullet punch but i didnt know how to teach it to him so my friend told me to make a egg. Is that how you get bullet punch?

Not exactly, You'll need to breed Scizor with someone in its egg group that can learn bullet punch. Scizor's egg group is "Bug".

You need to give a Heart Scale to the man in Pastoria City and have Scizor re-learn Bullet Punch.

Wow, I forgot about that :S . But yeah, some pokemon learn their egg moves at level 1, so the heart scale is your best bet.
