For the average non-competitive Pok?mon gamer, I can see it adding a sense of challenge to the game, but to competitive Pok?mon gamers who actually care about their Pok?mon's movesets, it's ridiculously stupid. Want to teach more than one Pok?mon, say, Water Pulse? Or Iron Tail? Maybe Shockwave? Too bad, because you can only get one per game! I know many people who bought an Action Replay for this very reason. If such important items weren't so hard to obtain, then maybe less people would resort to hacking. The same goes for exclusive Pok?mon. Thankfully, it seems that Game Freak understands this, and is improving the availability of such items and Pok?mon. The Dream World provides a way to get many miscellaneous items and Pok?mon, and now TMs are reusable. It's the basic principle for any game and even life, you work for what you want and when you get it you need to use it wisely. Getting stuff given to you is boring, but hacking exists due to people either being impatient or unwilling to use their rewards wisely.
Hey, in the next generation of pokemon let's just start the trainers off with their legendary pokemon at level 50 while all the other trainers still have level 1 pokemon. That'll get rid of the rare candy and pokemon hacking too!

Either way, when you use a machine (or DVD) that teaches you something, does it come out of use?
After you've trained with your fitness DVD, does it never work again?
When you've turned off a TV, does it suddenly break down?
In terms of technology and sense, of course.

And even then, it's not like it ruins the game or makes it any easier. Most people don't even know the best moves to teach their Pok?mon, they just teach them what they think is cool or powerful. If you don't have a strategy, your Pok?mon aren't going to be very good. You might be able to be the story of the game, sure, but you'll be no match for the metagame, which is where Pok?mon really shines.And further making the world a less interesting place.

Also, Pok?mon isn't life. It's a video game. If video games were like life, I wouldn't play them. Even Animal Crossing, a life simulation game, is more of a video game than it is real life.

People who do that are just impatient and don't really care about the challenge of the game, anyway. And they're certainly not serious Pok?mon gamers, because even if they wanted to battle people or participate in tournaments, no one would battle them and they'd be disqualified from tournaments if they used their hacked Pok?mon. But I'll admit, back in Pok?mon Diamond, I used an Action Replay to get infinite TMs, berries, and hold items, because it's so ridiculously impossible to get enough of the items that you need for competitive play. And I'm not alone, because many competitive Pok?mon gamers do that, too. I prefer playing the games the way they're meant to be played, too, but Pok?mon put me in an odd situation. If I played normally and didn't hack any items, then it would be near impossible for me to have a team of Pok?mon good enough to go against the best, because, as unfortunate as it is, many of the best hack items. But many don't, too. Back then I didn't realize that I could transfer TMs to other Pok?mon via breeding. Still, that is very time consuming and difficult, especially if you're trying to breed Pok?mon with specific Abilities and/or Natures at the same time. You have to have all the time in the world to raise the best Pok?mon without resorting to hacking in any way, shape, or form. At least Black and White is trying to turn that around a bit.Anyone that hacks, regardless of how easy it is to get something or whether or not you're restricted is cheating. The game is set a specific way, that specific way being that only one of your pokemon can ever learn this specific move. If you cheat, you are breaking that and I personally wouldn't battle you online.
As you've said, pokemon black and white removes the restrictions so people don't resort to this kind of hacking, but that doesn't change the fact that I prefer it the way it was. It gives a lot more diversity and strategy to the game, making you think about where you want to use specific TMs so you don't waste them. Now people will simply choose the most powerful TMs they can possibly get.
