Plot Resetting Issue

Why is it when I plot reset, villagers move in only at two or three spots, I'm like there are a thousand good lots, but here?
 
I think its just because maybe there is an open space to build a house, maybe when plot resetting try using different characters responses/genders to see if they move. But if not, then they just want to move a bad spot like always - . -

(and they all insist on planting themselves literally right in front of your house, despite there are 3 million acres of available land around. Repeatedly.) -__- Plot resetting is tedious work.
 
I'm in the same situation. In the beginning of my 2nd town, a lot of the houses were settled near each other and I really liked that because it made it seem more towny. I don't want the houses to be scattered all over the place because in my 1st town, it's like that, and I don't really like that.
 
They have a tendency to cluster around certain places, like near villager houses. Rivers don't seem to have an effect on this.
 
Its super common for me to have a villager plot in the same spot back to back. Overall there are 4 hot spots that the game likes to put houses on lol
 
That's why if they keep going in a certain area I go back the day before and put a pwp down, then go back to reseting and they go elsewhere :)
 
I'm on the same boat as you, currently.
We just have to be patient and persistent ;o;
