Plot Reset Question

I know that villagers can't plot on paths now, but can they still plot on trees? I don't have an axe, so I need to know if I have to cut down a tree or not to have a villager move where I want them to.

Yes they can plot on trees, bushes as well as flowers.

You can surround the trees with patterns if you like instead of cutting it.
