This. Works for me every time. Sometimes it takes a few tries, but eventually they WILL ping.

Like Flutterlove said Thank you, honey. Oh and also, after she agrees to move, DON'T speak to her again for any reason or she could have a change of heart about leaving. Personally once a villager wants to move, I time travel to the day just to make certain they go. Good luck
