I think 1mil is too drastic.. The most I've seen one go for is 800k. Naturally, pictures are worth 500k-1mil, but it depends what villager. Like, Diva's photo [lol if anyone would want it] would only go for 400 and something thousand, on the other hand, Marshal's people would be bidding billions. Seriously. I would buy Bella's, but I think Bella isn't that popular.

Hint: To see which villagers are popular, snoop around random threads then look at the people's dreamie list. If alot of people have that dreamie, you know its popular.
