How do you get your villagers to ask for petitions? I haven't had any and I've seen a few posts of people asking to get signatures!

They should just ask for it randomly.

Its a random event. They will ask you to get six signatures from another town for various reasons.

Well, it's either a sort of uncommon thing, or you're just unlucky.
