Perfect Town progression

So from what I can tell there is a ladder ranking of how to tell your town is on the way to becoming a perfect town, but I can't seem to find what each of the phrases mean. Can anyone help?
 
When I did it, Isabelle at first would ask for less stuff on the ground and less pitfalls, then more flowers and trees, and then she'd ask for PWPs. I'm not sure how many PWPs you need, but I've heard people say that each PWP is worth points depending on rarity/money spent.
 
At the moment Isabelle says my town is junk xD Its because I hae stuff lying on the floor '_'
 
isabelle is pretty straightforward about what she wants you to do. if she says you need more flowers, raid the island and plant more flowers. if she says more trees, shake some fruit and plant a bunch. etc

keep in mind that in acnl (unlike some other AC games) you can't really over-plant your town. so just go nuts if she says she wants flowers or trees.

i believe you need eight (or maybe ten? you can't OVER-develop, so again, just make as many as you like) public works projects to hit perfect status.
however, if a villager moves away it counts as losing or demolishing a project and can knock you out of perfect status. this happened to a buddy of mine.
 
Here's what I get when I ask her about citizen satisfaction:
"Well let's see now... There's still plenty to do, so you'll certainly need to work as hard as you can!" etc.

It sounds like it's from Tortimer. I don't really remember, but I think this was what I was told when I first started my town. Which makes me confused, because I was getting the quote by the Porter before I planted a bunch of hibiscus bushes and flowers, so I'm just not sure why it reverted to the other quote.

Unless the quote doesn't matter in the slightest, and I just have to listen to what Isabelle has to say.
 
Good question, but after the message from the townsfolk, or whoever says it, she tells you what you actually need to do to make the town better than it is. :3

I gotta disagree, you can over plant trees, some the places in my town are like a forest.
 
haha kaduk that's more a personal opinion than the town ranking, though.

i seem to recall wild world i had a constant fight going on with my town where i'd plant trees and it'd say i planted too many...so i'd chop a few down and it'd say there weren't enough. got really annoying!

what i meant more is that in this version, you can have as many as you like and having masses will not negatively impact your perfect town status.

less than 10 weeds
less than 10 items on the ground (not counting sea shells, fruit, mushrooms, flowers, buried fossils, buried gyroids, buried Pitfall Seeds)
no garbage (Empty Can, Boot, Old Tire, Spoiled Turnips)
no Rafflesia

Abundant Nature
Trees between 110 and 200
Flowers over 50
High Nature Points from Public Works Projects
Good: Flower Clock, Flower Bed, Flower Arch, Wisteria Pergola, Straw Fence, topiaries, Solar Panels, Wind Power Generator, Windmill
Bad: Garbage Can, Jumbo Monitor, Oil Excavator, Tire Play Equipment, Picnic Sheet, Traffic Light, illumination items, Tower

Abundant Living
High Living Points from Public Works Projects
Best: Campground
Good: bridges, benches, outside lights, Garden Chair, Hot Spring, Fire Hydrant, Stadium Lights, Solar Panels, Lighthouse
OK: almost everything else including Water Well, Fountain, clocks, Signboard, Face Board, signs, art, monuments, etc.
Bad: Garbage Can

I see, this is my first AC so I don't have that experience.
 
I'm still working on my perfect town, Isabelle keeps telling me I need more trees and flowers. I plant about 5 -10 trees a day but I also cut down 2-3 trees but haven't cut any down lately cause last time I got chased and stung by bees twice, I could only buy one medicine from T.I.Y so had to talk to one of my villagers and they gave me another one.
