Perfect Town is suddenly 'Underdeveloped'?

I've had a Perfect Town, and I've been going for the golden watering can.

However, today Isabelle said that the citizens feel the town is underdeveloped. What the heck? I have like 12 or 13 public works projects, and you only have to have 10..................

Apparently, the number of villagers present in your town counts toward the town's rating, because Limberg moved out today, and suddenly my town is 'underdeveloped'...
 
How does one obtain perfect town? Is there a guide on it yet? I was wondering if it has the same grid system as the old games or if it's by how many trees / flowers / projects in your town.

I've read that you need:

  • No junk on the ground
  • Less than 10 items on the ground
  • 110 - 200 trees
  • More than 75 flowers
  • 10 or more public works projects (Dream Suite and museum shop don't count).
  • Less than 10 weeds

I've never read anything about the number of villagers affecting a town's rating. But apparently it does.
 
Yeah the guides on it are unreliable. I got 10 projects today but I'm still under developed. Did your town become perfect as soon as you hit 10?

Nope, it took around 12. Two villagers have moved out since I got the perfect rating, and I've had to build public works projects where their houses used to be both times in order to get my perfect rating back.

So just a word of warning: when Isabelle says that a villager is going to move out tomorrow, go ahead and build a public works project today.
 
I know that a villager is moving out soon so I guess ill keep building projects. I just wish my villagers would suggest more...
 
Does perfect Town still rely on a Acre system like it did on the previous games, or it is just the total amount of trees, flowers etc?

I'm pretty sure it just relies on the total amounts now.

While I have hundreds of flowers spread all over the town, my 100-something trees are confined to one specific area, and I have a perfect town.

Phew! I've already done the paths, so I'm glad the won't have to be redone

Haha same here! =) Although every time a villager moves in, it seems as if they purposely move directly onto my pathways, so I always have to end up redoing them anyway =\
 
That explains why my town was underdevoloped so much longer than my friends!
They had 10 villagers, and my 9th moved away quickly and took a week to replace, so I had 8 up until recently.

We just thought I had fussy villagers. xP
 
That happened to me several times. I don't count my trees or anything, but I always check my town status and one day it's perfect the next day (and I don't change anything at all) it's not.

Getting annoying.
