Perfect town.i need help!

The citizen satisfaction keeps saying well they're certainly giving it their all! The difficult challenge is the reason town building is so worth it! I don't know if that means I'm close or not :/

After saying that Isabelle should tell you something along the lines of "the citizens feel the town isn't developed enough," or "the citizens don't like all the trash lying around (or weeds)," or "there isn't enough greenery in town."
If she tells you the town isn't developed enough, you need to build more PWPs. If there's too much trash, pick all the weeds and pick up all your items off the ground (fruit and mushrooms don't count toward "trash" but any other items like furniture, clothes etc. do. So don't leave things on the ground!). If she tells you the town isn't green enough, you need to plant more trees. Just keep building PWPs and keeping your town clean and eventually it'll reach perfect status. I think it's usually when you have about 10 or so PWPs.

I have the keep (your town) clean ordinance enacted so there is rarely trash or weeds. I'm building a cube statue right now so I guess I'm close :/
