I started a new town and just went crazy with trees and flowers....did not follow the guide or anything. I went to town hall to check on the environment and I got that "sweeeet" message, which is supposed to be the highest compliment in the game! I'm so excited! So, the best advice I can give is just plant trees and flowers like crazy.
