Perfect Town Help?

I was just wondering where i should start when building my perfect town?

I haven't played for months so i'll be removing all the weeds and such but when it comes to making my town look pretty and not ordinary, what should i do to begin the process of decorating?

Is it okay to chop down all the trees, decorate and then start to plant new ones?

I basically have no idea how to start/where to begin but i want my town to look pretty!
 
I think you need to put down a lot of flowers and trees and have a lot of public works projects.
 
The beautiful town ordinance helps, plus, having a balance of pwps and trees/flowers helps. It took a while for me, as I kept getting the "you need more pwps) message even though I was maxed out. Turns out, I had way too many trees, so, once I cut down a few trees, I finally achieved the perfect town status. :)

Some people do a complete town demolition. Trees, flowers, paths. All of it goes. Here's a popular guide on that:

To be honest, I find it a bit overwhelming. Others do, too. So if you're of the same mindset, you'll want to work in smaller pieces. Start with the areas around your paths and decorate. Or around the plaza. Your house. Town hall. Decorate these areas, then fill in between.

If not, grab that ax and start swingin'!
 
I started by removing all of the trees in my town. Doing that made my town a blank canvas, and helped me to really get a feel for my town's layout.

Then I began decorating around the permanent buildings - Town Hall, ReTail, Brewster's, and the Town Tree, and figuring out where I don't want villager houses placed, and what pwp I could build in the space to prevent villagers from placing their houses there.
