Pelly is there to cheer when you pay your loan. She sweet when you ask to save mail over and over.
I do love having fun with Phyllis late at night when I`m bored. Play with the joke book and open the saved mail to keep her talking.
Phyllis shares a lot of information at the Caf?. I`ve never seen Pelly in the Caf?.

Ah - I'm going to keep a closer look at the caf? - I can't remember seeing Phyllis sitting in the caf? - well vaguely/maybe I can - so if I get her I'll talk to her a bit more - I've done that with Resetti and he comes up with a fair amount of dialog.
Not sure this is what you mean tho.
Don't think I've ever seen Pelly sitting on a stool in the caf? either - maybe she's not been programmed in, but I will start to pay more attention.

I'll also have a go at Phyllis at the Post Office as you suggest - I tend to avoid her there.

As an aside, I've been buying a few more ac amiibos here in the UK, as Amazon have brought down the price of some - made me look at what has been released and what hasn't, would guess we could get a lot more - I would love to have the trio - Pelly, Phyllis & Pete.

Pelly isn't my favourite NPC but I definitely do like her. She's nicer than Phyllis that's for sure. But nowadays I can't really see a difference between the two since Phyllis's personality was dumbed down a bit in the newer games, I don't necessarily miss her being mean for no reason in particular but I mean it just gave her personality. Now it's like she doesn't even have one. Pelly's design is cute though and I wish Pete had fallen for her rather than Phyllis. I think they'd be a much better match.
