This has happened to me twice now.
One time a few weeks ago, and second now.

Ive just got the first Scallop of the day and Pascal didn't show up?
Does he not come in the summer months, or is it some sort of glitch?!

i don't think he comes every time you catch a scallop.

He does with the very first scallop of the day which this one was. Can see if i can get another thou!

Don't know why he didn't appear - it has occasionally happened to me for no reason I can see.
But if it happens & I catch another scallop later - he won't appear then either. If he doesn't appear for the first one caught I would say that is Pascal out for the day.
I don't think his appearance is affected by other NCP - but I know you can only have two at a time in town - so if you have a main one (eg Katrina) plus say Phineas (Or Katie) that might take out Pascal - I don't know.

I believe if your pockets are full when you catch the scallop or if the scallop is the item that fills up your pockets, he won't come.

i didnt have anyone around my town that i knew off, and my pockets weren't full when i caught the scallop.
its just really confused me!
