Does he only show up on the first scallop of each day? I seen him today after I found my first scallop but three scallops later he hasn't shown up again.

As far as I know, Pascal only shows up once a day. I’ve read that it isn’t necessarily after the first scallop you find, though.

Also if you have a full inventory and you catch a scallop he won't show up.

From what I've seen it's once a day, usually the first scallop unless you have the net directly behind you stopping him appearing.

He can appear more than once per day, I kept my first scallop for the museum and he was back for the second one I caught

He was gone after I gave him that though, so I guess he will keep bugging you until you give in, and then he will be satisfied... until the next day
