not tanning while on the island?

i've been trying to get the darkest tan for a while now and i'm not too sure what i'm doing wrong.
i usually spend about 15 mins on the island (tried playing for 15 mins and going afk on the island and going on multiple tours) and either waiting the next day or time travelling but nothing seems to be affecting my mayor's skin.
i don't have anything on his face, i took off his socks and shoes, and he's wearing a t-shirt and khakis.
what could be the problem here?

What time are you trying to tan? I read that it has to be between 10am - 4pm and the best time is 12pm - 2pm. Also, you 3DS has to be open, so if you go afk and close the DS, that won't work.

That's what I've always done, and it works for me.

For what it's worth, mine wears a sleeveless dress. I don't know if it makes a difference.

(Also remember that during summer you don't have to go to the island! You can do the same thing around town.)

I would stay 20 minutes, and don't be idle the whole time.

Walk around and stand on the sand facing the sky for a few minutes before being idle again.

Also make sure it isn't overly cloudy. You won't tan if it is.

after staying about 20 mins on the island at like 12 pm im finally seeing my mayor start to tan. had no idea about 12-1 pm being the best time lol. thank you so much!

OO this thread has been very helpful

So basically the island running around and doing that for about 20 mins is the best way to tan! Really dumb that animal crossing just won't give an update to include darker skins...
