Noob question- What's a cycling town?

I've had ACNL for a long time now. I mean noob as in new to this site.

It's basically where people don't really try to make their town exactly like they want it, but they try and move villagers in as quickly as possible and sell them to members on this site for Bell Tree Bells. They can sell villagers quickly, move in new villagers, and then sell the new ones. It's a big cycle of moving villagers in and out and selling them to other people.

Basically it's a town where you time travel around and move villagers in and out to give to people. You can either sell them or give them out for free, but it's just a town for farming villagers, basically.
