No visiting NPC/Can Celsete come on a rainy night?

So today is Monday in my game. K.K. and Daisy Mae were here Sunday (I just had my Fishing Tourney Saturday) and there's no plaza visitor, no Redd and no wandering NPC visitor as far as I can tell. It was raining earlier and I changed the time to 9PM and it's still raining.

Will Celeste show up in the rain with no meteor shower, is Wisp floating around on my island and that's why I don't have a visitor, or is it possible to not have a visitor at all?

Celeste shows up on nights where there is either a fine or heavy shower. I do not believe you'll have a shower if there are rain clouds.

So uuh, I found the NPC. Turns out it was Gullivarrr. I haven't checked my beaches since I was doin trades.

But atleast one question got answered that Celeste will still show up on rainy nights.

I actually don't think Celeste shows up on rainy night. What the above person meant is a meteor shower. And meteor showers only happen on clear nights. Celeste has never shown up on rainy nights in my experience.

Oooooh I mistook shower for rain shower for meteor shower

Celeste can only show up on clear nights. And if it rained at all that day, she won't show up. Wisp, on the other hand, can show up in the rain.
