No Villagers Will Leave??

Funny enough, people usually DON'T want their villagers to leave.
But I'm trying to get Phoebe out for someone, and she just won't leave??
And NO ONE will ping me, I've time traveled nearly a month now and no one wants to leave?

This is my 2nd town, and in my main one people would actually ping me (i'm doing the same method of cycling)
I recently started up my 2nd town, is there something i need to achieve in the game first before it registers villagers needing to leave or what?

I feel you. I found the perfect town, time traveled, and nobody left. People say that you have to get the development permit first, but when I got that still nobody wanted to move.. Its very weird. I have mo idea why, wanna know it too actually. Haha. It never happends if you dont tt tho.

You need to finish and have your development permit... once you are 100% mayor, someone will eventually ask to leave.

Yeah,in a new town,you need the 100% approval rating,the development permit and the 10,000 bell down payment on your house before villagers will ask to move.
