No more new villagers moving in

Ever since I'm using three memory cards, new villagers stopped moving in completely. I'm stuck with the same villagers.

How can I get new villagers to move in again?

I guess this isn't a really good option, but time traveling might be something to consider. Maybe just a few days forward to kinda instigate a villager to move in. Sorry I don't really have anything better than that
